Only two ways this can work. The first is active gain. That means battery power and amplifier to amplify transmitter when transmitting and receiver amp to increase low signals. However, then amplifiers must know when to transmit and receive signals - a command that the cell phone will not provide.

Second method is in increase antenna gain - passive gain. Actually the gain is not increased. The sensitivity to signals is increased in one direction. Cell phones tend to be omni-directional - for good reason. A directional antenna (ie Yagi antenna) could be attached so that weaker signals are detected and stronger signals are transmitted only in one direction. To be effective at cell phone frequencies, these directonal antennas might be one foot long.
