It has been a necessity from Vietnam until now. You cannot have a volunteer military and a 'for the duration' deployment, unless you want to have recruitment drop down to a trickle and end up with 'stop loss' and a constant recycling of the same troops until a) they mutiny, b) a draft is reinstated, or c) everyone packs up and goes home.
