The following counties in PA require emissions testing:
Allegheny
Beaver
Bucks
Chester
Delaware
Montgomery
Philadelphia
Washington
Westmoreland
My understanding is that all cars over $30,000 in the US are subject to a 10% luxury tax. I don't recall Dubya or Congress rolling that one.
