I'm not the expert on this but I think it depends on whether they are blocking access to the site or using port-blocking software.
Port blocking is usually used to block streaming media in which case it might not be the problem. If they are blocking the site then you can use one of the many anonymizer sites but to transfer data you will need to "join" (meaning pay them). Google "anonymous web browsing" and choose one of the many sites. Basically, you go to the site and enter the URL of the site you really want to go to and they tunnel you in.
However, if the site-blocking software is also blocking the anonymizer then you will need to keep trying till you find an unblocked one.
