I've seen something like this once before in Georgia. Heavy rains came through a caused a large fishing pond on some lightly wooded family property to overflow its shores. After the rains stopped, there were these little globules in the water that were floating in these weird erratic circles. They turned out to be clusters of hundreds of ants, not as big as that one in the picture, but it looked the same. They were clinging to each other and clamboring over each other, each one trying to get to the top of the pile.
