The '80s Tanya Roberts movie Sheena was PG, and included two fairly long nude scenes. One was a quick full frontal female scene, and the other was a fairly lengthy topless scene. Both involved non-sexual skinny dipping. PG!
The ratings system is really bizarre in the US. I have no idea how they come up with those ratings.
I personally believe that nudity is not a big deal when it's non-sexual. It becomes a slightly bigger deal when it's sexual, and violence is the most harmful thing to have in a movie. I have the feeling that most of the US would disagree with me. You can show bloody bodies all over broadcast TV, but NYPD Blue has to darken its nude scenes now for fear of an FCC fine.
