According to what's written there, if less than 25% of the students became pregnant, the program is meeting it's target ... they only have an expectation of reaching 75% of the student population. (even if you take into account both the mothers and fathers of the bastard children, you still probably come up under the 25% rate, since some of the males may have fathered more than one child, and not all of the providers of sperm will be Timkin High students.)

*sigh*

I remember when it was a big scandal for ONE girl in the class to get knocked up.
