I think that if it's satire you can do it.

If they can make dolls of the President with fly-away ears, a huge Texas nose saying stupid stuff, why can't this guy make dolls of Arnold in a frock? I mean, it's already been done in TV on The Critic. He even had exploding boobs in the scene.
