Unless he's prepared to apologise for what is essentially a form of harrassment I would suggest that banning is appropriate in this instance.

ban the prick. i don't care that he doesn't like america - that's cool. there are others here who can bring up and argue the same points he does, but with some tact and positive contribution to the community. he's just a troll.
