Yes, it's funny.
1-Because someone considers that art, but I guess that's subjective.
2-It's true, that is not a drill. It's a drill motor which is one of the many ways to turn a drill.
3-It's a clever word play, using a phrase that is usually used in serious scenarios, in a whimsical piece.
4-Because I'm as twisted as you are, without being beat up by hurricanes. :haha:

It's a spoof of an old piece of art by Magritte, called "This is Not a Pipe."

I hate the "This is not a Pipe" piece, as in a class we were expected to have a lengthy discussion on the implications and importance of the revolutionary painting. A debate errupted for an hour on whether or not it was a pipe, perception of the piece, the contradiction, etc. Ugh.

The only piece of Magritte's that I ever found interesting was "The Lovers II," because it was the first one of his that I saw and it utterly disturbed me.

Often when a serious threat to life and limb occurs in the movies and occasionally in real life, the person in charge will say “This is not a drill”, to remind people there is a real threat.

If it had said, "This is not a drill, people!" I probably would have gotten it. In case you were looking to tweak your act before touring the comedy-club circuit. :)
