At first I thought it was a bad joke.
Wouldn't someone be in a wheelchair because they couldn't use their legs?
According to the UK distributer;

I never thought of that. :o I guess I'd fallen into the stereotype trap, of just seeing all people in wheelchairs having the same (dis)ability.

I just got this crazy image in my head of a couple of kids at the family reunion pushing Aunt Ethel, 100 yrs old, really really fast in this wheelchair/pedal rehab thing, and her skinny 100 yr old legs pumping up and down like crazy.:lol2:

I don't see how these ones are steered without handlebars--I guess just by pushing on that bar on the back of the chair (like steering a lawn mower):

Doesn't count as a wheelchair bicycle, but this bicycle taxi does seem to confirm the steering speculation re the previous pics:

Replace the bicycle taxi's passenger seat with one of these, though, and you do get a wheelchair bicycle, after all (note "cowcatcher" in front to latch into taxi's DOT-mandated safety bar):
