Sentence Exercise
 
This sentence was written by someone with too much time on their hands.

First word, one letter.
Second word, two letters.
Third word, three letters.

Isn't illegibly an adverb, which means it has to modify perplexing, rather than handwriting?

Yes, but it's not totally out of line to use illegibly like that. Something could be "illegibly huge" or "illegibly ugly." Awkward, but not strictly incorrect.
