If you really look at it, she's enhancing the flatness on purpose. I'm pretty flat chested myself, but I've gotta make a mean comment here. That's really unflattering. As Clodfobble pointed out, she's making a point to really, really flatten her chest. There is an appropriate way to flatter your body type. I don't think that picture is unattractive because she's flat-chested but it's how she decides to display that fact.

On the other hand, you have to admit that it's a lot easier to augment boob size (either surgically or merely visibly) if you want to.
