"The same old warnings no longer work for some officers," CSD acting chief Pongpat Chayaphan said.

"This new approach is intended to engender a feeling of guilt and discourage them from repeating the offence."

Offences liable to earn an officer the pink Kitty include failing to report for duty, parking in a prohibited area, fighting, or being the subject of a complaint about poor service.
Taking advantage of the Thai need to save face, it'll be interesting to see whether it works.

Yes, since the purpose is to embarrass bad cops by pointing them out, to the public and their peers, the pink Ferrari would be punishment.

I'd laugh if I saw that pink Ferrari. But I also think the Thai government is rather stupid. Wouldn't a heavy fine, jail time, a good solid beating, and / or loss of your job as a police officer be a more compelling deterrent?

Severe punishments create resentful, sullen, cops, and replacements are expensive to train and integrate into the force. That's why they're trying a little embarrassment. Only time will tell if it works.

I saw that Hummer this morning before work. It says the Hello Kitty logo is on the driver's side, but they don't show the driver's side. It got late, and I had to go to work so, I gave up after that.

According to the post I linked to, they said there was a Hello Kitty logo on the driver side door.
