Two problems: they are next to worthless for research, and domain names occasionally change hands.

Of course, if the goal of eliminating "bad" pages far outweighs the goal of providing the resources of the internet, they are the best, though imperfect, way to go.

In that scenario, you're usually better off just not providing a connection in the first place.
