Ahh.. good call. I was confident on the French and Indian War and Rev. War timeline. And now that I look at it, that dress does look like something in the Mexican War. The uniforms are hard to tell from back then. It's like someone that is non-american trying to see the difference between Korean And WW2 uniforms.

Check out the back row. There is a guy with a navy blue cap, blue pants (far right); to his left, a guy in red pants and again a blue, or perhaps black cap; right behind Cival War is another with grey pants (the South?); and what appears to be thei final one is in white pants behind Mr.Blue in the frow.

I think your CLOSE - the only change is "Current" - It looks (at a distance) to be "Gulf War I" - there are some changes to current, but they are slight (I don't think they use those goggles anymore), I know the vests have changed, but I can't tell from the photo which it is (the new ones are better and lighter) - I also can't tell if he's carrying a M-16 (actually probably an AR-15 - semi auto) M16-A2, or a M-4
