If they have the House pass the Senate bill, then the Senate doesn't get another vote. The union deal is gone, and all of the "60th vote" stuff remains.

They could also promise to pass the Senate bill, but delay that vote until they can get an amendment to it passed through reconciliation, requiring only 51 votes in the Senate. Once the amendment passes the House and Senate, the House passes the original Senate bill, and Obama signs it and then the amendment into law. In this case, any change could be made that meets the limitations of reconciliation.

They could also start over with reconciliation. Then the whole thing would be subject to the reconciliation rules.

They could also give up.
