I agree with your thoughts but the connection is that it was in an abuse of the Patriot Act that people first heard about with the practice of looking at other forms of personal domestic info including computers, subscriptions at local librarys, journalists writing and contacts, etc. It just sounded like an offshoot of that to me. Really I guess it covers all aspects of computer communication.
