The police begin giving him instructions in Spanish, he curses at them (in English), the police translator asks him if he speaks English (he says no), the police continue telling him to stand up, be quiet, pay attention to me, and that they are arresting him (presumably for b&e and attempted theft). He swears some more then is taken into custody.

That's the best she can make out of the bad audio.
