What I can't figure out is that he has a 1ID patch, which is Army, but he has Air Force rank on his sleeve.

It's possible he's an Air force weatherman attached to the 1st I.D. as part of The 1st Aviation Regiment.

First of all we have to establish this is a joke, not a weather device. Secondly, if he was in the 1st I.D. he'd know all about it. Therefore I think he's a tourist.
