This is a baby river otter, and it's been abandoned somehow, but is getting care at Mississippi State's Wildlife and Fisheries Research and Educational Facility.

Otters are the only creatures I've ever seen that seem to enjoy being in captivity. Give them water and some toys and its endless entertainment!

It is true, in the Lisbon Oceanarium they have 4 pacific otters and they seem to always be playing, interacting, diving etc. looks a good life

There was one of these in Chester Creek, about a mile from my house, here in the Philadelphia 'burbs, last year. It's the first one to be seen in the area for 75 years. Unfortunately it attacked several fishermen and had to be shot because it was rabid.
