His well laid plans for setting himself on fire were halted by his body once it felt the pain. Then all his brain was able to comprehend was "Oh, sweet Jesus, that hurts. Make it stop."
A wiser person would have predicted this and either completely doused themselves from head to toe in gasoline before lighting themselves so the job would be finished even when they had second thoughts. Or else they would have admitted the inevitability of defeat and had a fire extinguisher and some heavy blankets sitting on the curb next to them.

Or alternatively, he staged his protest in a state of desperation and it hurt a damn sight more than he could actually cope with. I would imagine unless you have subjected yourself to strenuous mental control exercises, natural survival instinct would take over.
